NOTICE IS HEREBY GIVEN that the Board of Trustees of the Incorporated Village of Muttontown, as Assessor of the Village, has completed the 2024/25 tentative tax assessment roll. A copy of the 2024/2025 tentative assessment roll will be filed by February 1, 2024 with the Village Clerk. It may be viewed at the Muttontown Village Hall at One ‘Raz’ Tafuro Way, in said Village and examined by any person during the hours of 9:30 a.m. and 12:30 p.m., Monday through Friday, as of February 1, 2024.

On Tuesday, February 20, 2024, between the hours of  3:30 p.m. and 7:30 p.m., the Board of Assessment Review, will be present at Muttontown Village Hall at One ‘Raz’ Tafuro Way, in said Village, to hear and receive complaints in relation to any assessment in the 2024/2025 Village tax roll. Public Notice Notification of Tax Roll and Warrant

NOTICE IS HEREBY GIVEN, that the tax roll and warrant have been delivered to the

Village Clerk/Treasurer for collection of the taxes levied on such roll. The Treasurer will collect tax payments in person at Muttontown Village Hall, One Raz Tafuro Way, Muttontown, NY 11791 beginning June 1, 2023, Monday through Friday between the hours of 9:30 a.m. and 12:30 p.m. through Monday July 3, 2023 from 9:00 a.m. to 5:00 p.m. Payments received after July 3, 2023 are subject to 5% penalty for the first month and 1% per month thereafter pursuant to Real Property Tax Law § 1432.

Message from Mayor Liguori

Dear Residents,

As you may have heard Governor Hochul, in her recent State of the State message, indicated that she is once again putting forth a plan in her Executive Budget to create 800,000 units of new housing across the state; included in this plan are unprecedented statutory mandates that diminish the powers of local governments with regards to local zoning and building regulations.

We opposed this plan when it was first presented in the Executive Budget last year, and we continue to oppose the usurping of the local community’s power to regulate zoning and building within its jurisdiction. This plan allows those applicants who were denied at the Village level to appeal to a Board in Albany, who could override the local determination. Communities will be held to a growth threshold set by the State which would impose numerical quotas for building new affordable housing units in every locality across the state. The Village of Muttontown, along with all Long Island communities are set to be held to a 3% growth quota.

This program is unprecedented and a radical departure from the home rule powers localities have had for decades. We formally oppose this plan being included as part of the budget process where there will be no opportunity to fully study, debate and consider the effect and ramifications of these rezoning proposals.

We have been in touch with State Senator Jack Martins and Assemblyman Jake Blumencranz who represent the residents of the Village in Albany, they are both working to oppose this plan. I encourage residents to reach out to Governor Hochul’s office regarding this proposal at, www.governor.ny.gov. We must stand together and protect our home rule and our right to decide what growth and development is right for our Village.

Proposed Local Law 1 of 2023

PROPOSED LOCAL LAW 1 OF THE YEAR 2023

ADOPTING LOCAL LAW 1 OF 2023 – OVERRIDING THE TAX LEVY LIMIT ESTABLISHED BY GENERAL MUNICIPAL LAW § 3-c

Section 1. Legislative Intent

It is the intent of this local law to allow the Incorporated Village of Muttontown to adopt a budget for the fiscal year commencing June 1, 2023 that requires a real property tax levy in excess of the “tax levy limit” as defined by General Municipal Law § 3-c.

Section 2. Authority

This local law is adopted pursuant to subdivision 5 of General Municipal Law § 3-c, which expressly authorizes a local government’s governing body to override the property tax cap for the coming fiscal year by adopting a local law approved by a vote of sixty percent (60%) of said governing body.

 Section 3. Tax Levy Limit Override

The Board of Trustees of the Incorporated Village of Muttontown, County of Nassau, is hereby authorized to adopt a budget for the fiscal year commencing June 1, 2022 that requires a real property tax levy in excess of the amount otherwise prescribed in General Municipal Law § 3-c.

 Section 4. Severability.

If a court determines that any clause, sentence, paragraph subdivision, or part of this Local Law or the application thereof to any person, firm or corporation, or circumstance is invalid or unconstitutional, the court’s order or judgment shall not affect, impair, or invalidate the remainder of this Local Law, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this Local Law or in its application to the person, individual, firm or corporation, or circumstance, directly involved in the controversy in which such judgment or order shall be rendered. 

Section 6. Effective Date.

This Local Law shall take effect immediately upon filing with the Secretary of State.

PROPOSED LOCAL LAW 3 OF THE YEAR 2022

ADOPTING LOCAL LAW 3 OF 2022- REPEALING LOCAL LAW 1 OF 2022- OVERRIDING THE TAX LEVY LIMIT ESTABLISHED BY GENERAL MUNICIPAL LAW § 3-c

Section 1. Legislative Intent

It is the intent of this local law to allow the Incorporated Village of Muttontown to repeal Local Law 1 of 2022, which authorized the Board of Trustees to adopt a budget for the fiscal year commencing June 1, 2022 that requires a real property tax levy in excess of the “tax levy limit” as defined by General Municipal Law § 3-c.

Section 2. Authority

This local law is adopted pursuant to subdivision 2 of the General Municipal Law § 3-d, which expressly states that upon the adoption of the budget of a local government unit, that does not exceed the tax levy limit prescribed by state law, any governing body of a local government that enacted a local law to override the tax levy limit, must repeal such local law.

Section 3. Repeal of Local Law 1 of 2022: Tax Levy Limit Override

ON-CALL VILLAGE ROADWAY IMPROVEMENTS

Such sealed bids must be filed with the Incorporated Village of Muttontown, Village Clerk, One ‘Raz’ Tafuro Way, Muttontown, New York 11791, PRIOR TO 11:00 AM, eastern standard time, on Tuesday, April 5, 2022 at which time said bids will be publicly opened and read, and the contract awarded as soon thereafter as practicable.

Bidding documents are available as of this date and may ONLY be obtained in person at the Village Hall located at One ‘Raz’ Tafuro Way, Muttontown, NY 11791. A fee of $100 (Check only) will be required by all bidders for a copy of the Bidding Documents. There will be a non-mandatory pre-bid meeting on Thursday March 10, 2022 at 1:00 PM. Each Bid must be submitted with a Certified Check or a Bid Bond, sealed and attached to the exterior of your bid, payable to the Village of Muttontown, for not less than 5% of your estimated bid amount.

Please be advised, the Incorporated Village of Muttontown reserves the absolute right to reject any and all bids. A bid or proposal submitted by a bidder who is not in full compliance with the provisions of the Village Code of the Incorporated Village of Muttontown at the time of submission will be denied. The Village will not accept bids from, nor award a contract to, any bidder who cannot prove to the satisfaction of the Village that the bidder has sufficient experience and/or is financially able and organized to successfully comply with the requirements set forth herein. No bid shall be withdrawn for a period of forty-five (45) days after being publicly opened and read.  In the event bids are rejected or no bids are received, the Village Clerk-Treasurer is authorized to re-advertise for bids upon direction of the Village Board.

Legal Notice – Local Law

NOTICE OF ADOPTION OF THE INCORPORATED VILLAGE OF MUTTONTOWN LOCAL LAW 5 OF 2021 ENTITLED “LOCAL LAW ADOPTED PURSUANT TO CANNABIS LAW SECTION 131 OPTING OUT OF LICENSING AND ESTABLISHING RETAIL CANNABIS DISPENSARIES AND/OR ON-SITE CANNABIS CONSUMPTION ESTABLISHMENTS WITHIN THE INCORPORATED VILLAGE OF MUTTONTOWN”

PLEASE TAKE NOTICE, pursuant to Article 9 of the New York State Constitution, the provisions of the Code of the Incorporated Village of Muttontown and the Municipal Home Rule Law of the State of New York, a public hearing was duly held on November 10, 2021, by the Village Board of the Incorporated Village of Muttontown on the proposed adoption of the Incorporated Village of Muttontown Local Law 5 of 2021 and, following the close of the hearing, on November 10, 2021, the Village Board duly adopted the Incorporated Village of Muttontown Local Law 5 of 2021 the purpose of which was to opt out of licensing and establishing retail cannabis dispensaries and/or on-site cannabis consumption establishments within the Incorporated Village of Muttontown pursuant to Cannabis Law Section 131.

This Local Law is subject to a permissive referendum if a petition for same is filed within thirty (30) days of the aforementioned legislative act. After said thirty (30) day period has expired, this Local Law shall be effective by operation of law and filed with the Secretary of State.

Sanding and removal of snow from all roads owned and maintained by the Village of Muttontown for the Winter Season

Public Notice Notification of Tax Roll and Warrant

NOTICE IS HEREBY GIVEN, that the tax roll and warrant have been delivered to the

Village Clerk/Treasurer for collection of the taxes levied on such roll. The Treasurer will collect tax payments in person at Muttontown Village Hall, One Raz Tafuro Way, Muttontown, NY 11791 beginning June 1, 2021, Monday through Friday between the hours of 9:30 a.m. and 12:30 p.m. through Thursday July 1, 2021 from 9:00 a.m. to 5:00 p.m. Payments received after July 1, 2021 are subject to 5% penalty for the first month and 1% per month thereafter pursuant to Real Property Tax Law § 1432.

SCAR Petitions

Updated Notice Regarding Small Claim Assessment Review Petition Filings:

In light of the COVID-19 Pandemic and the inability to file petitions with Nassau County by April 30th the Village of Muttontown has amended its filing requirements as follows:

  • The Village of Muttontown requires that one copy of the SCAR petition be filed with the Village via mail postmarked by April 30th. If you would like a copy stamped received and returned include a copy and self-addressed stamped envelope with your submission.
  • The Village of Muttontown requires that the SCAR petition be filed with Nassau County and a copy of the filing with the index number be submitted to the Village no later than 30 days after Nassau County re-opens and begins accepting petitions and issuing index numbers.
